I need help with the concept of virtual tours. I intend on creating a virtual tour of selected rail stations. The main problem is the technique of taking photos for the virtual tour. I intend to create a 360 degree view of selceted rooms and not a 3D model. So I need help on the photos and possibly the suitable programs for creating the tour. At the moment I want to create it using Flash MX.

I'm guessing here, sorry, but I think you just want to turn the camera on the tripod, seam the photos in photoshop and then work your flash magic.

You need to use the panoramic film and setting of your camera for the 360 views also.

I have done a few VR tours in the past, and have found uLead's software rather helpfull. You can stitch photos with it, and rendar it in QT or a self-working java thingy.
You can stitch in PS, but you cannot compile it into a 360 image without some sort of other software. I have done it with flash before, but I like the control of QT.
