What is this, and what does it do...?

Okay, I visit teenchat a lot (yes, I know, I'm immature), and I ran into this guy who wants help with his site, I figured I'd help him out. Well, he uses Front Page for some pages, and god knows what for other pages. So this is going to take me like a week to just fix all his code. There's like 110 files. Music, a few graphics, and pages. I ran across this, and I was wondering what it is, and what it does.

It's kinda long, so I'll .zip it and attach it. This is kinda a everything type thing, so that's why I posted it here.

There's two text files, the one labelled "ScrewedUpCode" is his before I got to it, the other one is after I got to his code.
The code in question, is the code located in the body tag, inside the "v-Link code" Comment.

There are two scripts in question. I assume you know what the one does, so you want to know what the other one does?

And if somebody had me redoing their site which included 100 files, I would get the right to over rule any stupid ideas they had. The use of the <marquee> tag and the JavaScript use for the status bar would be the first things to go. A marquee is annoying and if something is so important that you want in your status bar, you can just add it with the rest of your page. Note that some info is good to have displayed in the staus bar, just not what they were doing.

I've attached the code I'm wondering about. There's an external JS file, but I can't seem to view it, I'm not sure why...
