How can I make a scrollbar that works in all browsers. Like an iframe does.

How can I make a scrollbar that works in all browsers.All browsers have a scrollbar. What are you talking about?Like an iframe does.AFAIK, not all browsers support IFRAME, only newer ones that use W3 DOM. And what does scrolling have to do with IFRAME?
