I want to test some scripts and i think if i set MySQL the new PHP and a new APACHE server on my local host (my computer) i can do this, if i am wrong please tell me but if not i really need a guide or something to help me set it up.

It'd help if you'd tell us what problems you are having, rather than expecting use to write up how to install all three programs. The installation help files should get you pretty close...
