Is it possible to use icon files (ICO) as images in an HTML page without server end scripting>

In general, no. The only place where ICO format is generally accepted is for favicons because Microsoft created the idea. Even there the ICO format is no longer a requirement as long as the content type is properly specified. There are a lot of programs available that will batch convert all your ICO files to GIF or PNG.
