It's actually quite simple to start up a forum on your site since there's a lot of pre-made quality scripts available for free. I'd say here are the general steps you should follow to start a forum on your site: Make sure your host allows you access to server-side scripting (such as PHP or Perl) and databases (such as MySQL or PostgreSQL).
Get a quality forum script that utilizes the scripting technology and database available on your host's server. I've heard a lot of good things about Invision Board (PHP/MySQL), so that might be a good first choice.
Unzip all of the files and read the readme.txt to find out how to set it up. If you encounter any problems trying to set it up, check out the readme.txt file again and look for troubleshooting techniques. If you still can't figure out what's wrong, try posting here or in Invision Board's forums.I hope that helps you out.

if that does not work you can try a hosted forum where you just make an account. Many boards like this have ads but a good one is that invision free. http://invisionfree.com/ I have seen ads on it but they are just small banners so they do not disturb anything.

When I think of free forums, I first think of phpBB (http://www.phpbb.com/) and Invision Pro Board (http://www.invisionboard.com/) (both require PHP and MySQL).

i have an ezBoard, but it costs $$$ to keep the pop up ads off. i pay though, cuz you can customize an ezBoard like no other. mine's here if you wanna see what i mean.... http://pub120.ezboard.com/bbiffstuff unless you get a huge amount of views, it's $30 for 6 months. (they have a 3 month trial for $9.95) the first month is free. also, you can sign up for 'free gold' where you don't have to pay, & you get all the same features of a gold (paid) board, but you have banner ads in your topics & on the posting page. :)

with an ezBoard, you don't need your own host. they host it on their server.

The best hosted forum is http://invisionfree.com/ . It is an invision board, it is free, and it is very lean on the ads. You might see one banner at the top but no popups or side banners etc.

This is JavaScript though, so not the best for SEO, although it's simple as heck.
Otherwise look at VBulletin or phpBB.
Vanilla Forums is also a freebie and easy to implement, but the look is a bit heavy if you expect a LOT of traffic. Vanilla forums lets people post images and HTML too.
