Question on a site

Looking at doing a weather information on my site and came accross this site that has what I am looking for. Can you tell me if this is somthing that is tied to another site or maybe database. When I look at the code it actually looks like they manually update the information.

probably uses an internet application to update the database, or a news feed of some description.
