Hi inba.ecommerce,

Cloaked URI or cloaked links are typically used to disguise or mask affiliate links from the casual observer. This really has little or nothing to do with SEO since search engines bots ignore the intermediate masking URL and hop to the final landing page.

While this technique could be used for dubious purposes it most often is used for user friendly URLs, tracking URLs or other revenue sharing purposes.

Dburk is completely correct, but i'd just like to add that you shouldn't confuse this with the term "cloaking". I doubt you would, but there is a major difference, with clocking referring to a very real blackhat seo technique, so you don't want to confuse the two. ;)
