How do you get a web page to interact with a web-cam, does it have to be done with flash or can javascript or php or something else be used. Any website I've visited that access my web-cam uses flash. Is this the only option.

I want to create a video a web chat site. Where you can talk to 1 or more people, that you know and invite. Similar to chat roulette but not chat roulette where some random stranger is jacking off in front of you.

You can have a look at jamoncam (http://www.jamoncam.com). It allows you to have one on one video chat, but not randomly as on chatroulette. Flash is one of the best solutions to consider.
