Website content manager?

Hi,
I have a question regarding the management of the content of a website. Is there a way for a client to safely and easily manage their website content? (like adding/removing/changing of text/images). How can I incorporate that functionality. Is it easy to be implemented? Does it require from the developer PHP or some other programming skills? My client wants to update his site very frequently so I think that the only way is for him to do this to use some kind of manager, am I right?
I have never done that kind of functionality before so now I am asking for some help on the basics about this. :)

A Content Management System requires a server side database to store the web pages' content.

If you don't want to build your own, then maybe have a look at a free, user-friendly and easy to integrate into an existing website CMS,
