Making kind of 360 view with .FLV

Hi I want to do a, kind of, 360 view with a .FLV video that i have... The idea is that when you scroll the mouse from one side to another the video that its a 360 time lapse has to go back and forward... the interesting thing about this from regular 360 made with pictures is that everything will be in motion(in this case, some clouds)

I would apreciatte if anyone could help me with this ;)
