I wish to develop some basic websites for our small company. I'm not a linux/unix person so I prefer to use a Windows based server to host this site. It will be to post employment opportunities, where folks can view job related info, apply via some sort of job cart, and submit resumes. Can someone recommend some decent tools to develop such as site. Thank you very much for your input.

Use valid HTML and CSS, and it won't matter what OS the site is hosted on.

There are a variety of templates that you can use to produce a site like that very quickly and inexpensively.
Wordpress, in my opinion, is easy to setup, easy to configure and easy to manage. Although it takes the "code" out of coding to a certain degree since you can just use themes and plugins for your goals, it will allow you to focus on the content of the site and not simply learning more about html or some scripting languages etc.
good luck
