I've been tossing the idea of getting certificates in Web Development, Graphics, PHP, Javascript, etc around in my head for the past couple weeks. I have a degree already, but would getting a Certificate help in any way?

It would add more lines to my resume, but does Certs really help that much?

What are some of your thoughts and do you have Certs, and if so what are they?

If you have a technical degree (BS/BA in comp. sci., EE, IT, etc.) then such certificates probably won't make a big difference (though they wouldn't hurt, I suppose). If your degree is in something less technical (business, graphic arts, etc.) then they might be of more use if you're looking to get a more technical job.

I actually contribute to the learning of students as an instructor in Javascript and PHP. The simple answer, certificate courses may not provide you the knowledge to further your career. There are curriculums that are followed that can stifle the most interested persons while still confusing the lesser.

Recommendation, get a mentor, someone with a lot of real-world experience if you really want to learn. If it is just a certificate you want, spend the money, get your paper, and be happy.
