Constantly changing H1, Description and Title

I am working on a site and the owner wants the H1 tag, description and the title on the index page to change multiple times per week, depending on what he decides to showcase that week.

Will this be an issue with SEO? Is it preferable to have a static home page, or one where the title, description and H1 tags change all the time? Or does it even matter?

If there is a consistent part to the title elements (i.e. the company name or one of the company products) then changing other parts shouldn't matter. As usual, if the changes don't negatively effect your users' abilities to find their way around the website it shouldn't hurt its search ranking.
