A collection of blogs

I want to set up something for my church where individuals can have blogs to talk about what God is doing in their lives. I'd like there to be a main page that links to each person's blog (and maybe has titles like "most popular posts of the day", etc. And, I'd like each of the blogs to be hosted on my server and on my domain.

Is there a way I can set this up so that users are able to create their own blog on my domain without me manually creating a new blog for each of them?
