A small web site design

Hi,

I just want to design a very simple web site for our church.
It contains a login interface, all memebers contact information such as
name, address, email, phone.

It only allows members to login the web site and update or change their own
information. But they cann't delete the records. If there are new members coming in or members leaving, only the administrator can add or delete the records.

Is there any existing code or starter for it?
