I've read quite a few books and articles in regards to SEO and they all say that keywords in the head of the document don't get any importance with search engines. Is this true?

Also, does a site map really do anything to aid in getting ranked higher?

Meta tag keywords do not get any importance anymore because back in the day some spammers will just fill that section with keywords that have noting to do with the theme of the actual web page. Putting meta tags (description and keywords) would not hurt your site ranking either.
A sitemap just makes it easier for the search engines robots to quickly find links to your web pages in one spot to speed up your site indexing. A sitemapes do not in anyway help your website rank higher.

Meta keywords are not much important. XML sitemap is important specially for dynamic sites and large websites. It helps search engines to crawl all the pages of a website
