Is there something like "Open as new layer" in Photoshop?

You could always create a new layer, then "Place" the photo there.

How do I do that? I've been trying to find a button like "Paste from..." in MS Paint.

At the bottom of the layers panel, choose, new layer.
From the main menu, File/Place, then browse for image file.
....to open a new image on a new layer.
