Social network with vote option between users

Hi everybody,
I would like to build a site with particular function. I should do a social network for fashion company where each male user can vote a precise number of other girls and vice versa and where I can download a .csv file containing preferences of all users for my survey in excel too. Each user can not upload over 100 MB about pictures and personal reading. The web site must be inaccessible from people who don't work in the company. I speak only Italian and my php skills are not very good so, if it is possible, I need of a cms with Italian support.
Have you a solution for me?

The probability is that nobody knows of a ready made CMS that incorporates all the features you need. I certainly don't.

I was thinking to use two type of instrument:
1) A sample social network

What do you think about my choice?
Can users change preferences of other people with Google Docs?
I found as well AzDGDatingMedium but it doesn't reassure me (poor graphical interface, little example, little known, ecc...). My idea was to use AzDGDatingMedium extracting dates with mysql.
Perhaps another solution it is to use CakePHP, Symfony, (framework) but I don't know php very well and I am afraid to use a framework because for the time I did one experience alone with prestashop and I found some problems. What do you think about my idea? I saw that in this part of the forum it speaks about CMS and perhaps you are more expert than me.

I'm afraid I really don't know anything about them. I deal with code most of the time, or this forum software. Someone else will have to answer.

I don't have a developer. What social network CMS would you use for my aim?

Elgg has a right plugin but it is too expensive so I am analysing other CMS. I am seeing e-learning CMS and I read the manual of Docebo but I did not understand if I can export results of my questions too. Is there somebody that know some CMS like Dosebo? Do you know Docebo?
