arabic encoding problem

i am using a mster page with this meta tag (UTF-8), and i saved my pages as with encoding (Unicode - Codepage 1200) even i tried Unicode (UTF-8 without signature) - Codepage 65001) and Arabic (windows) - Codepage 1256.

and the wierd thing is in this same page i have a title and a headline both of them works so good in arabic letters but when i retrive data in the same page shown with wiered charchters. (Only the comming data from the database )
