So we have a catalog with lots of videos (FLV), and we decided to use
a panel approach for navigation, which means all the videos are on one page.
When viewing the page on the server the videos are very slow to load.
Would setting JPEG previews for each FLV solve this problem? And if so, how
would I set the preview JPG using Dreamweaver? I am not sure what param I would have to add.
Any other ideas? Thanks!

You can hyperlink them, but why not simply host your videos on Youtube as well?
Have them locally stored as well if you like...
Another advantage to hosting them on Youtube is the fact that it will help your SEO - YouTube is owned by Google, so any video content stored there will help your pagerank.
Not only that, but you will save on bandwidth - as well as solving all of your technology and speed issues in one fell swoop...

YouTube is an interesting option. But would this work if I don't wan't the videos viewable on YouTube itself? I have 60 different artists' videos on one page, and they would not want their videos on YouTube.

yeah i dont think youtube will work for you then... setting videos to private on youtube makes them pretty much useless to embed to visitors to the site...
which flv player are you using specifically? i know some players do the jpg screenshot thing and only load the flv file after the image is clicked. flowplayer i think has a free version and I know for a fact that JW Player does..
