What determines a GOOD PR SITE?

I have been trying to figure out, what is classified as a good PR site?

What does PR1 PR2 PR3 PR4 etc actually mean, the higher the number, the better the ranking of the site?

Is it right to say the more links you have on good PR sites the better your website is found on search engines?

I always thought as standard, the more links found on websites for your website, the better the chance you are found on search engines as standard, but now im starting to think PR sites are optimized for search engines, is that right to say?

Yah. off course it depends on number and quality of links.

Quality backlinks helps to increase pagerank and serp. Yes, pr 4 is better than pr 1.

A good PR means that your website is well optimized and you have a good number of quality back links to your website. And all these things(well optimized site + back links) also help in high SERP.
