I went shopping for a new monitor with a higher flicker rate because it puts less strain on your eyes. None of the monitors had the flicker rate in their specs. So I bought a HP 2509m that was half price (originally $400). I expected it to have a high flicker rate because it was so expensive. However, when I tried it, the flicker rate was only 60hz. Even my old monitor from 2006 was 75hz.

Is 60hz sufficient? Or should I return the HP 2509m and buy another monitor?

It is refresh rate, not flicker rate.
A LCD does not flicker. Flicker is only a problem with CRT and to a lesser extent plasma displays.

A higher refresh rate (faster Response rate) better for gaming.
A smaller Pixel pitch better for graphics work.

I search this up on Google and it seems that refresh/flicker rate does affect eye strain in LCD monitors. I also found that the lowest acceptable refresh rate is 75hz.

I won't be using it for gaming. From what I understand, if the monitor flickers fast enough, it's almost the equivalent of looking at a piece of paper, which won't put too much strain on your eyes.

Eye strain is a problem for me because I'm only 14 and I'm already have a medium-severe level of myopia.

LCD pixels have an on/off state, switched at the Response rate (5ms in your case). There is no perceptible flicker.

Other monitors have pixels that glow and fade with time, only glowing at full strength again according to the Refresh rate (http://en.wikipedia.org/wiki/Refresh_rate).

For less eye-strain have smaller Pixel pitch, adjust contrast and color saturation to comfortable levels according to ambient lighting and take a regular break from computer work. Don't forget to use ClearType Tuning.

My Response Rate is 3ms according to the box.

What is a good setting for brightness, contrast, and saturation? I tried Googling this, but I couldn't find anything.

My current settings are:
brightness: 60
contrast: 50
color: sRGB

Adjustments are personal and dependent on ambient light.
