i need to know what you do once you download a template to your computer. How do you get it to your site?!?!

If you found one that is valid and accessable by validating it on the w3 validator and the cynthia says accessability and the 508, Then you would edit to suit your needs and upload it, but you must leave credit in the source to the original author like

You got the template you want, yes?
Validate the (X)HTML here. (http://validator.w3.org/)
The CSS (if any) here. (http://jigsaw.w3.org/css-validator/)
And the accessibility here. (http://www.contentquality.com/)

Now, if it's all valid, then make the changes you want (add your content, change links, blah blah blah), then upload it to a server.

Now, you may have to upload the template "as is" at first, just so you can validate it.

You know if the code is done correctly. You should look for stuff that uses valid xhtml or html 4.01, valid css, and it should have a pretty good (if not spotless) accessibility validation.
