As I'm sure most other people will suggest this, read through the articles at A List Apart (http://www.alistapart.com/). That will be a step in the right direction for sure.

How about a book instead. Get Jeffery Zeldman's "designing with web standards". Zeldman has his own site (http://www.zeldman.com) as well as being a major contributor to A List Apart (http://alistapart.com)

Yes! That is an excellent book. I'm only on chapter three, but I love it! ;)

the best way to learn, is to look at other sites and see how they do things you like. then try to build a site. thats the best way to learn it. it really sticks with you when you actually do it.

Start by letting http://www.inknoise.com/experimental/layoutomatic.php lay out your basic page and go from there.

When you're ready to fiddle with link/menus then hit http://www.accessify.com/tools-and-wizards/list-o-matic/list-o-matic.asp for the raw material you need.
