Is it considered OK to use a pop-up if the user is warned that it is comming and given the chance to decline it?

Why do you want to use a popup? Just let the anchor link open up in the parent browser as that's the default behaviour and lets AT users remain in the one window.

If you must, a new browser tab/window would be better than a popup, and yes warning the user (in the anchor text not just the title) is a massive help to the user.
