I have a personal blog and while I was trying to see how relevant my search terms work (SEO). I discovered another blog, that I have no association with,
copied one of my posts word for word. I was wandering how to contact the webmaster to tell them I would appreciate a link back to my site, I don't see any contact info. on the site. And do I have any legal rights on this problem

Yes you have the right for that.
If you want you can file a DMCA against that blog.

This is a legal action against Plagiarism
