I would say, there is no particular time for it. It always vary from time to time and they keep it unpredictable to make sure only quality website would get a higher PR. It is observed that normally they update the PR after every couple of months.

Someone told me that Google always upgrades the PR value per quarter in one year! I don't know too exact information about this!

Thats not true because they want to keep it natural. They want to rank only those website having naturally high link popularity.

To be true there is no fix time for updating PR, but if you want your site PR to be updated then do the search engine optimization on regular bases.

It will definitely increase the PR of your site.
