I am really at my end. I am having my website developed and it has taken the developer more than 1yr. What can I do to have my website completed.

Facts:
They won't give back my money
Its almost completed.
They refuse to get back to me or reply to my emails until weeks later.

I'm a stock analyst and want to share my information with other traders. This website was to be somewhere I can share this information and help educate them.

The website is missing the learning room/chatroom feature and the signal page is unorganized.

I don't know what to do. I am not sure if I can name the development company. They claim to be the best boutique web developers. I found them on Guru and am now regretting I didn't hire locally.

What can do?

I still need the learning room created
and still need the columns orginized on the signal page.

This is what you need to do. Find someone who can complete it and let them complete it. I volunteer myself. I can do it for you. For a so called developer to be taking 1 yr and still failing to complete that site is more than unacceptable. If you let me do it, it will be completed in a few weeks.
