Developer Needed

I'm looking for a developer.

I need a perl script that will allow visitors to register, add a joke to a site I'm developing, then allow other visitors to vot on how funny the joke is.

I'd like to make it VERY simple to use, and maintain, so it would need some maintenance features that would allow me to purge old jokes and users as needed.

Ok, I have 2 ideas for you. First of all, I have a website that works just like that (JokeWeb.NET (http://www.jokeweb.net) )
I used frontpage 2002, and that works well, but if you really want to custimize everything, go to: cgi-resources.com (http://www.cgi-resources.com/Programs_and_Scripts/Perl/) and use some of those scripts.
