There are plenty of free hosts that allow scripting, free of ads and good bandwith options. To upgrade and get unlimited mail servers and other goodies, only costs a couple of dollars a month.

Free webhost I use has excellent bandwith, generous transfer rates and storage, quick ping response, free of ads, can use php, what more do you need on a free plan? Only costs something like $4 a month on the paid. Ive never needed to pay though as it offers me all I need.

I dont recommend free hosts if your serious about your website. You can lose your content anytime and cant ever do anything about it (although i know its a general statement to make).

try yearly web hosting companies like iClickster or just do a search for yearly hosting on a search engine , there are many budget priced hosting available that you can get value for money.

Ya, not always though. The host I use above backs up their shared space, however I always back up anyway myself.

I pay around $120 a year to host 2 websites. I can use PHP, Ruby for server side and I have unlimited space, unlimited bandwidth, etc. I have not had any downtime and I have been with them for 3 years now. I switched from a DreamHost account and would never recommend them, I had their hosting for a little over a month and got my my money back because their servers were always down. My mailserver was down for over 3 weeks. It mioght have just been the timeframe I was with their service, but it still was a little ridiculous. The best server depends on what you are doing, needing, etc. I would recommend doing a Google search and comparing plans to find the one for you. Only you know what you need and that will determine the proper web host, going with the cheapest isn't always the best.
