I have a blog and I would like to charge $4 monthly (by paypal) from users. Is it possible?

Actually it will be restriction for user. Next time they are do not want to use your site. as a result you lost your use and your site traffic. Hope you understand. :)

Many blogs and niched websites have charges for their newsfeeds, it's not an uncommon practice. However, keep in mind the benefit of the customer when you ask for payment. Always try to give him some goodies in return (downloadable stuff, access to private events or others) to make the payment psychologically worth it.
Another point. Your blog already has high quality content and good rankings, why don't you try to take more advantage of your SE position? I mean hosting advertisements, advertorials and paid text links.

Of course its possible but do you really want to do it?

Most users do not want to pay for things that they can get for free elsewhere. I would recommend that you look into alternate ways to finance it, ie affiliate links, google adsense, paid ads, selling ebooks or special access/emails perhaps. You will probably need to at least give away some of it for free to get new customers.
