How to 'freeze' layer?

Hi,

How can I freeze a layer. I found a DW extension that does something simular, but my layer keeps jumping or sliding back into position. I don't want it to move at all.

Only the text has to scroll, the home button has to stay put.

Can somebody please help me?

As far as I know, it will always be a bit jumpy, becuase the browser only refreshes so often...
