I have a web page at www.gotpansies.com. When it is viewed in a screen resolution of 1078x768 (something like that) it looks perfect, but when viewed in a lower resolution the page doesn't fit in the whole screen and I have to scroll around to see it all. Is there a way that the page can be viewed perfectly no matter what the screen resolution?

Some common strategies are positioning the menus from the right and left sides and then the center from the sides of those menus and making the width of the center fluid. www.bluerobot.com has three fluid layout examples that do this.

I didn't see an issue at 800X600 so I'm guessing you mean when it's smaller than that, which in all honesty is rarely used.
Here's a couple things I did notice though. The adress above "Paradise Gardens" and the "Paradise Gardens" text itself should be actual text and not done in Flash. I don't see why Flash was used for those. The Flash is adding nothing to the look of the text, so plain text would work, and it saves bandwidth and download time.
I would drop the menu below your main image.
The copyright info and other stuff is really small for me, and since IE users can't resize fonts that are defined in px, you may be frustrating only 94% of the net.
By the way, what happens to that site if a person happens to have JavaScript disabled? It looks like you could use some server side includes, or a server side script language.
Your main image has a blurry pic and then one that's pretty much in focus. I would use one, or the other.
