Its going to be hard to find a banner-free PHP and DB supporting host. You do find one and it will have MINIMAL space and bandwidth...

We just started a new $19.95 unlimited space/ unlimited bandwidth package at the company I work for. www.iinet.com

I get my asp.net hosting with mssql server on w2k3 iis6 and uncapped bandwdith for $0 because ms cares about its minions :D .
