accessing data from web pages

I am very new at web development. What I am looking for is the best way to show data if an area on a map is clicked on. We have a state map with counties. When a county is clicked on, we want a table to show with data from an Access table. The person creating this has limited knowledge as well and has asked us to find software to make this task easier, any ideas?

That would certainly qualify as a problem. You better hire a pro.
The task is not that difficult and you do not need any special software to accomplish it. If your data is static you do not even need MS Access.
