Where can I learn C++ and how easy is it to learn if the only programming langs i know are HTML and CSS?

Depends how determined you are. You will also come to realise that HTML and CSS are not programming languages...
Most people i know have died a horrible death while trying to learn C or C++. But dont let this dis-courage you, these same people have given up on HTML also.
Its actually quite simple to learn if you pay attention to detail and take it slow. Alot of people seem to dive in and start with the advanced stuff.
Because C++ is a full-bodied object oriented programming language, i strongly suggest you buy a book or two rather than relying on online tutorials.

http://www.programming.de does have some very nice beginner's examples. Everything I learned about C/C++ I learned from that site and Sam's C++ Unleased (great book)
