Scrollbar Colors GRRRR

Hey.
I am trying to apply the scrollbar color to the page's main scrollbar (far right) but instead it is being applied to the left content box. what exactly am i doing wrong?

it should apply to all scroll bars on your page (ie only of course). Does your page have a scroll bar on it or just in the divs with overflow:auto; set

if i set no height and dont use overflow:auto, then it still does not apply to the the main page's scrollbar, even in ie.
