Ok, so I downloaded a navigational menu bug fix for IE. The only problem is, now I can't upload the .htc file to geocities. I know geocities sucks, but aside from that, what can I do?

This was the straw that broke the camel's back for me. I switched from geocities to freewebs, since I found that they take htc code, and their advertising is less obvious. For anyone else's future reference, I did try to upload it as an html file, and transfer it, but geocities wouldn't let me. Screw that man, freewebs appears to be much better already.
