Capture Streaming Video Options

I need to know if the following is possible and I desperately need a push in the right direction if possible.

Goal:

Capture and save live video streams from a digital video camera incorporated in a web based program using either windows media or quicktime.

Basically, there will be three cameras attached to laptops. Each laptop (or streaming point) will capture a live stream on demand and save it to both the local drive and server. The individual laptop should be able to playback the recorded video within the web interface.

Any suggestions? I appreciate any help you can give,
