I know that to make a site on photoshop you need to have the sizes be 600x800 right? Yeah is that in pixels, inches, or what?

Photoshop is an image editing package. You do not use it to create websites, but to create graphics for them.

Huh? Why does it have to be that? And why would ya make a site in PhotoShop?

But anyhoo, yes, that's 800 pixels tall by 600 pixels wide.

I think he is referring to making his layout in PS and then slicing it into sections using the 'slice' tool.

In that case the appropriate units would be pixels. The size is not as important as making sure the layout works regardless of browser/resolution/etc.
