you're going to need some webspace that can run php files. You can either then program your own board (a non-trivial task, but would be a good way to learn) or you can download free message board source code and tailor it to how you want it.

you can get an asp one at www.asp101.com i think. Not sure about php ones. Do a search for "download php message board" in google and see what comes up.

You can get a board exactly like this one at http://www.vbulletin.com
It costs $160 and uses PHP and MySQL. They also do the installation for you for ~ $150, if you aren't conversant with PHP or MySQL.
