What's the difference between a domain pointer and domain forwarding?

Is their a price difference between a domain pointer and a domain? Or must a domain be bought for a domain pointer, plus additional for the pointer itself depending on service provider?

Can a domain be applied (or pointer be 'pointed') to a subdomain? If so how? Any good resources on this type of thing?

The term "domain pointer" is not strictly defined. It usually allows you to set up an additional domain which refers to the same location as one of your current domains. Some hosts may allow pointing to subdomains, others do note, and prices will vary depending on the host.
