I'm a little new in the area of Web Development. Is it necessary to put the meta name and description in each one of your pages or only on the Index page.

Meta tags don't seem to carry as much weight with the search engines as they used to. I'd say, add them to every page you are optimizing for the engines. That's what it's about, right? For whatever pages you have that don't matter in terms of ranking, don't bother.

Keywords in the meta tag don't carry much weight, but the
description still does. And so does the title tag.

one mistake I think people make is to insert standard keywords into the meta tags that appear on every page.

stop and think about it -- if your goal is to get highly ranked for those terms, you're competing with yourself. how could it possibly help you to have the same keywords in all of those pages?

if you want keyword meta tags to help, you need to be prepared to customize them rather than just copy the same ones over and over.
