Make a Frame Reload

ok, i have 2 frames embedded into a top page. frame a and frame b. how can i make it so that when frame b reloads, frame a also reloads? is this possible without using javascript? if so, how?

No, this is a client side question, unless you want to refresh that whole frameset. Why are you using frames?
