Line Effect on Banners?

Hey ive been browsing some websites and have seen some banners which you this kind of line effect horizontally all the way through the banner. Ive tryed to search today to see if i could find one but no luck. I was just wondering how to do it in Adobe Photoshop. If i find an image with this effect i will edit this thread and add it.

Any help is appreciated.

I like to use Richard Rosenman's filters (http://www.richardrosenman.com/photoshop.htm), myself.
