scroll lock?

does anyone know of a css scroll lock?

I need to lock a windows scroll to the bottom so it can produce an effective chatroom.

Do not see how creating a chatroom requires disabling scrolling

it has to do with frames, the frame holding the chat window will be updated automatically by php but when the conversation reaches the bottom of the window you have to keep scrolling down what I need is to lock the scroll bar on 'scroll down mode' so that the user can keep up with the conversation.
