Illegal bandwidth?

I'm currently piecing together a dropdown menu that is placed in the top part of tiled frame. I want to do this so that I can used the menu off of my website(top frame) to surf and go to other websites(bottom frame) without changing the window or opening up a new window.
I'm just wondering if this is some type of illegal sharing of bandwidth or something like it?

I think they're doing something like what you want to do.
Some of their links don't work, but that's just a programming error.
