Hi There.
I have a word in Photoshop: Hello and it's in black but I also would like make an Orange line around the word.
How can I do it in Photoshop?

Never ask if you can do something in Photoshop, because you always can - unless it's something way out of scope such as 3D graphics, which Photoshop even then can do some of.
Anyway, right click the text layer, and go to "Blending Options..." Go and click the box area that says "Stroke." Edit the options to what you feel is best, then click OK. This way you can modify your text and at the same time maintain a border around it. Another method would be to rasterize the text layer, CTRL+Click it (to select the text), go to Edit -> Stroke and modify the options from there. This is only necessary if you'll be integrating the text into something and it needs to be rasterized - you don't want to use Blending Options when you don't have to.

There is 101 ways to do to get around a problem, as I always say
another way to do this is to create a new layer, use the shape tools (if you click and hold mouse button on the rectanclge tool (directly underneath the text tool) and and choose ellipse tool, make sure that you have the colour that you want in the foreground colour option, then draw your shape. If you want a perfect circle, hold down the shift key while you do this, otherwise if you don't you'll find out why I said to (hard to explain).

This may sound odd until you read it all.
For black text, use a black background. Then set the color of the text to red.
Use the text tool, and outline the text.
Now get rid of the black background.
You will have black text with a red border.

another way would be to add an 'outer glow' from the effects panel.
Choose LAYER > LAYER STYLES > Outer Glow...
Then in the box choose BLEND MODE - Normal
OPACITY - 100%
(choose your colour)
In the Elements Panel
SPREAD - 100%
SIZE - 1px
This is a really quick way to get an outline round your word. (The word needs to be on it's own layer).

I'm just beginning to use photoshop. If I have some word document, how to give it some background colors? Could I use layers for that? if so, how?

Are you asking how to put a background colour on your layer if you are just select the colour and use the fill bucket on the layer.
The copy and paste the word document text on top of it and since its text it will be on another layer.
