Droplet effect

Hello. Newcomer here. I am trying to learn how to creat a droplet ripple (i.e. rain drops) effect in Photoshop 5.5, 6 or Illustrator. anyone instruct me?

Are you trying to create rain drops or the ripple effect? There should be a Ripple effect in Filter -> Distort -> Ripple. There is, at least, in Photoshop 7.
